Here is what they mean in practice.
A man who had already been deported once is arrested for his fourth DUI in California.
Federal immigration asks the jail to hold him.
The jail refuses, citing state law.
He walks out.
A year later, he stabs a 23-year-old mother, a 54-year-old grandmother, and a two-week-old baby to death in their own home.
This is not theoretical.
This is not a hypothetical for a debate.
This is three coffins, one of them the size of a shoebox.
They should be alive.
