That is the gap. A legal worker waits in a vinyl chair for a work-permit stamp that can take months. A caught-and-released teenager walked into Great Falls. Caught. Unlocked. Home. The trail did not get a vote.
Ask the officials who signed the 2024 release: look that three-year-old in the eye and explain why the border was a revolving door instead of a last door.
