That is the gap. Thirty priors. Active probation. Four-oh-one in the afternoon by a grocery. The city sold a 22-mile postcard. The honest walker paid the sales tax. The file already had him.
Ask every Atlanta parent on that loop: if probation cannot hold a 30-arrest case, who still calls the trail a park?
