A shrimper out of Key West still tastes diesel and salt while the radio talks about Havana's empty shelves. Empty shelves do not make a spy post harmless. Ninety miles is a commute, not a buffer. Ford Maldonado called Cuba a massive threat. The peninsula already knew the distance.
That is the gap. Cable shows still sell Cuba as a vintage car commercial. China builds ears. Russia keeps the old signals habit. Iran and its proxies get a friendly dock. Trump's January order already named the alignment. The report just put it in one binder.
Ask every official who still treats Havana as a charity case: if the listening post is 90 miles from your kids' school, what part of 'next door' is unclear?
