A night cop on a damp pier still checks a name against a photo with salt on the paper. He does not get a medal if the man walks. He gets a complaint if he asks too loud.
That is the gap. Five entries. Four more tries. Two torn-up detainers. The man took his usual morning walk. The city had already told ICE no. Then a mugshot did what a form could not.
Ask every taxpayer who funds that beach: if a detainer is optional, what part of 'removed' was ever a sentence?
