That is the gap. Two hundred fifty dollars. A tattoo needle on one side. Rent and lights on the other. The honest taxpayer already paid the load. The new rule just wrote what the load is for.
Look every working father who still skips a roller coaster to keep the lights on in the eye and answer this: if a welfare card can buy ink and a vape, who still owns the word need?

TANF is a statute with a purpose. Item-level limits are how the statute stops being a rumor.
