That is the gap. Eighty-five billion on the table. A wish to fold the agency back into a dead letterhead. The honest dad already paid for both the jail and the federal van. The governor wants the van to work alone.

Look every upstate sheriff in the eye: if the state can outlaw the detainer handshake and daydream the agency away, who still owns the next release?

I handed a detainee through a door. That is not rogue. That is a lock that still works.

Civil immigration is federal. A state law that outlaws the handshake is the Supremacy Clause on trial.
