That is the gap. Native daughters get a booklet. Native daughters also get the street. The state spent pages explaining that women may earn money, while working families spent years explaining that a border is not a suggestion.

Ask the mother waiting at the bus stop in the rain: if a country must print 'do not rape' for newcomers, what exactly did it fail to screen at the water?
