A shop clerk in Birmingham still walks home after dark with keys between her fingers. She already knew rape was a crime. She did not need a government pamphlet to invent the obvious. The Home Office wrote it anyway, for men who arrived by boat and were handed the rules like a hotel card.
That is the gap. Native daughters get a booklet. Native daughters also get the street. The state spent pages explaining that women may earn money, while working families spent years explaining that a border is not a suggestion.
Ask the mother waiting at the bus stop in the rain: if a country must print 'do not rape' for newcomers, what exactly did it fail to screen at the water?
