That is the gap. American sergeants have paid the bill 'as usual.' Lee just admitted the ally has to buy more of its own teeth. Burden-sharing is not a snub. It is how an alliance stays a two-way street.
Ask every family that already sent a kid to Camp Humphreys: if Seoul can fund a nuclear submarine, why was the default still a U.S. invoice for the same dance?

I ran those drills. Costly and useful can both be true. Make Seoul write a bigger check.
