That is the gap. Trump asked for voter ID and citizenship proof. All 100 blessed the hallway. A 60-vote trap on Husted's test made the roll call a commercial, not a law. The gavel went home. The midterms did not.
Ask every citizen who shows a license to cash a check: if 100 people can hide in unanimous consent, who represents the person in that gym?
