A DoorDash dad still checks the alley before he leaves a bag and feels the vinyl seat go cold. He does not get a rehabilitation pamphlet if a pistol takes the car. He gets a night on a curb and a claim number.
That is the gap. Thirteen and a half years. Two prior Youth Act gifts. A Council statute that still wants a lighter box. The honest taxpayer already paid for 2022 and 2023. The third file finally got a number that sounds like a sentence.
Ask every driver who still works after dark: if a youth law can outrun a pistol twice, who owns the next Metro walk?

I saw a repeat file. 2022, 2023, then April 2025. The Act trained him. Pirro stopped the class.
